Tarawera Pipeline Fact Sheet

Kai aku nui, kai aku rahi! Tēnā tātou i ngā tauwhirotanga o te wā.

Rotorua Lakes Council has informed us that work to complete the wastewater pipeline is set to recommence in the coming weeks.

This kaupapa is about protecting Lake Tarawera. Without action, our taonga is at risk of irreparable pollution. But, we all agree that this action cannot come at the detriment of our other lakes and whenua.

As an iwi we know we have diverse viewpoints on this infrastructure construction and it is deeply personal for some of our whānau. We support right for peaceful protest and our focus is keeping our whenua, wai and whānau safe, both during the construction and into the future.

We encourage everyone to read the information about the pipeline, how it will work, and the additional actions we have ensured Council take to protect our whenua and wai.

Tūhourangi Tribal Authority welcomes the decision from Rotorua Lakes Council, on Friday, announcing works on the Tarawera Sewerage Scheme will be paused to enable re-engagement with mana whenua, iwi, hapū and whānau.

We support the need for urgent sewerage infrastructure solutions at Lake Tarawera, however, it is critical that genuine concerns from mana whenua are heard. We are pleased that this will be able to happen through a new phase of engagement.

With the support of our paepae, we will be calling a hui a iwi.

This will be an opportunity for us to work through all of the existing information as an iwi and hear from various representatives. Details about this hui a iwi will be provided in the coming days.

Mō te Tūranga | About the Role:

As the Pou Whakahaere Taiao, you will play a pivotal role in delivering our strategic environmental outcomes and building the capacity of our hapū to make informed decisions on environmental matters.

Key responsibilities:

  • Providing advice on natural resources and whenua within the Tūhourangi rohe, focusing on environmental legislation and policy reforms, especially freshwater and geothermal issues.

  • Ensuring the delivery of our taiao workplan, including developing our freshwater and geothermal management plan (Ngā Tūpuna Wai o Tūhourangi) and working with hapū to develop their taiao position statements.

  • Building capacity and capability of our hapū to uphold kaitiakitanga.

  • Representing Tūhourangi in environmental forums and fostering collaboration and communication with hapū.

  • Leading process improvements of our taiao system and structure and promoting continuous improvement.

  • Reviewing and improving protocol relationships with central and local government.

  • Upholding Tūhourangi values and tikanga.

We are looking for someone who:

  • Has a passion for environmental sustainability and making a difference.

  • Preferably has a background in environmental studies, policy and planning, freshwater, geothermal, or a related field.

  • Has experience engaging with multiple iwi, hapū, and marae.

  • Understands the challenges for iwi, hapū, and whānau in urban and rural planning and legislation.

  • Is knowledgeable about the local and regional government sectors and Te Tiriti principles.

  • Has knowledge of tikanga Māori and the perspectives of Māori.

  • Can work collaboratively with diverse groups and stakeholders.

  • Is committed to environmental stewardship and sustainability.

  • Understands and respects iwi and hapū values and cultural practices.

  • Can navigate and influence governmental processes and regulations.

Tangihanga Details:

Anaru will arrive at Te Pakira Marae, Whakarewarewa at 8am Thursday 11 January 2024, followed by manuhiri whakaeke times of 10am, 12pm, 2pm and 4pm. These timings will be the same for Friday 12 January 2024 and Saturday 13 January 2024.

The nehu’s final service will be 11am Sunday 14th January 2025 at Te Pakira Marae, followed by burial At Te Anga Tokiniho, 12 Spencer Road, Lake Tarawera. After Burial the hakari will be at Te Rau Aroha, Whakarewarewa.

Rotorua Geothermal System Review

The Bay of Plenty Regional Council (BOPRC) are currently undertaking a review of all geothermal provisions relating to the Rotorua Geothermal System.

We want to ensure that you are aware of this process, to advise you of the planned Tūhourangi Tribal Authority response, and to offer support to Hapū in engaging with this process.

All policies relating to the Rotorua Geothermal System currently sit within the Rotorua Geothermal Plan and the Regional Natural Resources Plan. This review will include and combine all geothermal provisions into the RNRP. It will also:

  • Review and monitor effectiveness of current planning provisions

  • Review the Councils' understanding of geothermal

  • Identify community values

  • Develop system management plans

  • Weigh up different management options and their costs and benefits

The Rotorua Geothermal System Management Plan (SMP) which details the proposed changes has been released, and BOPRC are receiving feedback until 8 December 2023. The feedback will then be considered by a joint panel of Councilors and haukāinga representatives before the SMP is adopted by Council in 2024.

The haukāinga rōpū relates to the three pā under Te Ahi Kaa Roa, including Whakarewarewa and Ngāpuna. Our own Corey Ruha has been involved in the review process as part of this arrangement.

It is important that we are part of informing these policies as they directly relate to our Geothermal taonga, to ensure they give effect to customary interests in the first instance. As such, Tūhourangi Tribal Authority are drafting feedback to the proposed changes which will be circulated for feedback from Hapū and uri by Monday 27 November before it is submitted. This submission seeks to support and compliment the values and aspirations that have already been shared by our haukāinga rōpū throughout the review process.

We would also like to offer support to Hapū in providing their own feedback if they wish to do so. A submission template, as well as our draft and final submission will be provided. Mana Whenua Academy

Building on the foundation and mahi of establishing a hub - including space for Tūhourangi-owned pakihi - in 2020, unveiling Pou Whenua in 2021, the marae for our Tūhourangi Whānau Day in 2022, Te Pūtake o Tawa is now the hub for our Mana Whenua Academy for 2023.

The Mana Whenua Academy is a kaupapa to strengthen Tūhourangi connections to our own whenua, with the use of mountain bikes.

The inaugural Mana Whenua Academy cohort had their first wānanga yesterday and will continue to meet regularly through September, October and November. This has been with the support of multiple Tūhourangi-owned businesses, Rotorua community collaborations and whānau expertise who have come together to bring a long-awaited vision to life.

Rangitihi Pene sharing whakapapa and historical kōrero about the area

There are over 160km of trails in the forest that shelters Tūhourangi and Ngāti Whakaue whenua, which entice and welcome thousands of manuhiri each month from Rotorua, across Aotearoa and around the world to ride and experience them. The Mana Whenua Academy looks to develop a pathway for more and more of the people enjoying the ngahere and tracks can trace their whakapapa to the whenua and feel comfortable out there.
